Structure
The NTA is governed by an elected board made up of volunteers, based in Canberra. Beneath this body operate the Finance Committee, Operations Committee, and Membership and Marketing Committee. These committees develop policies and undertake functions under the direction of the board.
Formal monitoring and evaluation trips are made by field experts twice yearly, led by the CEO, Dr Colin Barlow and visits are also made outside these times to touch base with the communities.
As the NTA is run by volunteers in Australia, the organisation is reliant on assistance from individuals, businesses, companies and other organisations to keep its projects running. This assistance comes in the form of in-kind support from volunteers, contributions from the community at fundraising events, and financial support from donors and members.

Peter McCawley is an economist who has worked on Indonesian and Asian economic issues for many years. He is currently a Visiting Fellow at the ANU in Canberra. He has a PhD in economics from the ANU (1972). He subsequently taught for several years at Gadjah Mada University in Yogyakarta, Indonesia, before returning to the ANU to conduct research work on the Indonesian economy as Head, Indonesia Project. He joined AusAID, Australia's government aid agency, as a Deputy Director General in 1986. In 1992 he later took up a position as an Executive Director at the Asian Development Bank (ADB). Most recently, he was Dean of the Asian Development Bank Institute based in Tokyo in 2003-2007.

Colin Barlow has worked for many years on the problems of small farmers in Southeast Asia. He's been involved in Malaysia, the Philippines, Sri Lanka, and Indonesia, concentrating especially on small rubber and oil-palm producers. He came to Nusa Tenggara Timur with Ria and other colleagues in 1988, when they were taken aback by the poverty-stricken conditions in this poor corner of the subcontinent. In 1992, Colin and Shirley Bowman founded the NTA, and Colin and Ria started some small projects on Semau island in the Timor sea off Kupang. Shirley was unable to continue, but Colin, Ria and others have worked over the years in cooperating with farm households in three districts of the province.

Stephen was elected to the Board of the NTA in October 2009 and is the NTA treasurer, chair of the finance committee and member of the operations committee. Stephen works for Indigenous Business Australia (IBA) where he is responsible for a portfolio of commercial investments that promote self-management, self-sufficiency and economic independence for Aboriginal and Torres Strait Islander peoples. Stephen was previously responsible for the accounting forIBA's large investment portfolio. He is CPA qualified, a member of the Australian Institute of Company Directors and has more than 30 years financial management experience. Stephen and his wife Desleigh travel regularly to Indonesia, including to Flores and West Timor.

Chris was elected to the Board of the NTA in October 2010. Chris first visited Indonesia in 2009 on one of the NTA's biannual monitoring trips; since returning, Chris has produced a short documentary of the NTA's work, upgraded the membership system, redesigned the website, organised and volunteered at events, and more. Chris is currently undertaking a Bachelor of Development Studies at the Australian National University, while running a small web and printing business and a youth activism organisation.

Peter Dawson is a Canberra management consultant specialising in SME development and strategy. He first worked in Indonesia as a member of the Trade Commissioner Service in the late sixties having completed the Bahasa Indonesia course at the then RAAF School of Languages. He revived his interest in Indonesia in the 90s and has worked regularly in Indonesia on contracts for DFAT, AusAID, DAFF (Dept of Agriculture Fisheries and Forestry) and World Bank agencies over the past 17 years.

After 6 years of working from Jakarta, Ria has since moved to Canberra to work closely with Colin in a number of areas crucial to the operation and sustainability of the NTA. Ria facilitates projects within the limits of fund disbursements, after carefully checking proposals submitted by partner NGOs in Indonesia. Responsible for solving a large majority of problems in the field - including uncooperative or greedy recipients - Ria is also tasked with the general liaison between NGOs in an effort to ensure the correct allocation and usage of funds, often rethinking the decisions of the YMPF and YPMPS to phase out the difficult groups. Ria: "In the long term, I hope that the NTA finds a sustainable system for operation of its projects, providing a significant benefit to as many poor people as we can in the districts of Nusa Tenggara Timur in which we work."
